Out of how many is enough to qualify?

I just ask this because clearly, a car accident involving two people where only one is killed is not notable enough to list the other as a "sole survivor". In fact, even if there's four people in the car and one lives, it's not at all that unusual. I noticed Trevor-Rees Jones is in this category - which I suppose is only notable in that Princess Diana was one of the fatalities, but still, it might be helpful to lay down some guidelines for what really qualifies as a "sole survivor".
