Hector Izquierdo Triana is the Special Commissioner [1] of the Government of Spain for the reconstruction of the 2021 volcanic eruptions in La Palma [2], one of the biggest[3] natural disasters[4] in Europe since 1945[5]. He was the Spanish Secretary of State of Finance [6] when he was appointed Commissioner.

In 2024, he was awarded[7] the Knight Grand Cross of the Royal Order of Civil Merit. (According wikipedia Order of Civil Merit "...it is a highly selective and rare honour a relatively small number of people worldwide have received it compared to similar national orders such as UK's Order of the British Empire or France's Legion of Honour, members of the Order are granted various legal privileges, including a style of address, a heraldic achievement)"

Triana was born in 1974 in La Palma. He is a lawyer, researcher [8], Executive MBA at IE Business School first of the promotion [9] and in 2016 he received his Doctorate PhD in Economics [10] from the Catholic University of ICADE.

Early career

Triana was Secretary of State[11] for Finance Ministry of Finance,[12] during new tax regulations [13]and transfer of decision-making power, responsibilities and resources to communities.[14]President of the Spanish Tax Agency during the 20 cents[15] discount per litre of fuel as part of an overall financial plan announced to lessen the economic impact on the Spanish economy of the Russian invasion of Ukraine, [16] President of the national real state company SEGIPSA Ministry of Finance[17] in charge of more than 1,000 official buildings to adapt during the Covid 19 pandemic and Internal Audit and Compliance Director at RENFE[18] during the construction of the Haramain High Speed Railway.

He was Professor at IE Business School since 2008,[19] he has been associated professor at ICADE, University of Deusto and invited professor​ at Notre Dame University–Louaize (Beirut), KEDGE Business School (Bordeaux, St. Xavier's College Ahmedabad, Insper-ie Sao Paulo, Saudi Aramco Dhahran to train managers after the IPO, Large Family Business Programs-ie Mexico City, Islamic Development Bank (Jeddah).

He has been teaching in the Jesuits Mission of Dhandhuka for dalits/untouchables and outcasts, who represented the lowest stratum of the caste system in India and with the IE Business School in microcredits for NGO in Cape Coast in Ghana. In May 2013 he was Financial Times "Professor of the Week".[20]

Commissioner

At present he is the Special Commissioner,[21] created to coordinate and promote [22] the actions[23] adopted by the Government of Spain to repair the damage [24] caused by the 2021 Cumbre Vieja volcanic eruption[25] and for the reconstruction [26] of the island [27] of La Palma, Triana has the rank [28] of Under Secretary and he depends[29] from the Ministry of the Presidency.

The concerns remain as La Palma volcanic eruption ends the post volcano will be tougher than the volcano[30]. At 85 days, it is the longest known[31] and the most damaging volcanic eruption on La Palma since records began.[32][33][34]

The lava[35] flow covered over 1,000 hectares[36], prompting the evacuation of around 7,000 people[37]. The lava[38] flow was about 3.5 kilometres (2.2 miles) wide at its widest point, about 6.2 kilometres (3.9 miles) long and reached the sea, destroying more than 3,000 buildings and 6,500 beds in towns as Puerto Naos or La Bombilla in Los Llanos de Aridane closed due to carbon dioxide (CO2) diffuse[39] degassing. For its first two months, the eruption was assigned a rating on the Volcanic Explosivity Index (VEI) of VEI 2. On 20 November 2021, the scientific committee of the Canary Islands Volcanic Emergency Plan raised the rating from VEI 2 to VEI 3. [40] The volcano released large amounts of toxic sulphur dioxide gas. As a result, the authorities ordered 30,000 residents of three municipalities to remain indoors. On 25 December[41], the eruption was declared to have ended after three months.[42][43] the next step was the process of construction of 1,000 millions € [44].
