Ghulam Muhammad Memon

Ghulam Muhammad Memon is a former Pakistani bureaucrat who served as the Acting Auditor General of Pakistan[1][2][3][4][5] and the Federal Secretary for the Ministry of Science and Technology[6][7][8][9]. He was a BPS-22 grade officer of the Pakistan Audit and Accounts Service (PAAS) and a batchmate of several prominent civil servants, including Fawad Hasan Fawad (PAS), A.D Khawaja (PSP)[10], Sikandar Sultan Raja (PAS)[11], and Hussain Asghar (PSP).[12]

Early Life and Education

Ghulam Muhammad Memon was born in Diplo, a town in the Tharparkar district of Pakistan. He completed his early education at Cadet College Petaro[13], where he finished his intermediate studies in 1980. Memon went on to earn a degree in medicine from Liaquat Medical College, Jamshoro[14]. He later pursued higher education in Economics and Business Administration, completing his Master's degrees from the University of Sindh[15] and Preston University, Karachi[16], respectively.

Career

Memon's career in the public sector spanned over 35 years, where he held key positions and developed expertise in a range of areas including policy development, financial administration, human resource oversight, and auditing. He is a fellow member of the Pakistan Institute of Public Finance Accountants (PIPFA), an affiliate member of the Chartered Institute of Public Finance & Accountancy (CIPFA) in the UK, and a full member of the International Federation of Accountants (IFAC).

During his career, Memon served in several high-profile positions including Additional Auditor General of Pakistan[17][18], Deputy Auditor General[19], and Director General in the Commercial Audit, Defence Audit, and Local Government Audit departments. He also served in leadership roles in organizations such as Pakistan Steel Mills, the Employees Old-age Benefits Institution (EOBI), Federal Land Commission, the University of Sindh, and SUPARCO under the Strategic Plan Division.

Additionally, Memon was Chairman of Pakistan Council for Science and Technology.

He also served as Executive Director of Commission on Science and Technology for

Sustainable Development in the South (COMSATS), an intergovernmental

organization with 27 member countries from Africa, Asia, and Latin America, focused on

fostering cooperation in science and technology for sustainable development.[20]

Memon further expanded his professional skills by attending a course in Financial

Management at the Harvard Kennedy School, Boston, USA, and completed Training

of Trainers (ToT) in Audit and Accounts/ERP FI module at the Northern Alberta

Institute of Technology (NAIT) in Edmonton, Canada.

Currently, he serves as the Executive Director of the Economic Cooperation Organization

Science Foundation (ECOSF), a specialized agency of ECO member states,

promoting science and technology for economic growth[21][22].[23]
