FK Partizan

Aberdeen

Wont Aberdeen now move into the second qualifying round? The winner of this season's final will go into next season's Champions League, which opens up a Europa League qualifier spot.Because this year's finalists cannot qualify for the Champions League group stage through their domestic leagues, Scotland will move up one place to 24th in the rankings.Statto74 (talk) 10:20, 16 May 2017 (UTC)[reply]

From what I understand after reading UEFA documents, nothing will change in EL if Ajax win. And it would not be the first time media in UK is wrong, but it is a complicated situation. Ajax would be bumped up from CL qualifiers to group stage, if the CL winner has qualified via their domestic league. This is not entirely certain, due to Juventus being only 5 points ahead of third place in Serie A with two to games play. This then filters down to UEL because of changes to the number of losers from the UCL 3QR. Per our article: "If changes to the access list of the Champions League are made, the number of losers of the Champions League third qualifying round which are transferred to the Europa League may be increased or decreased from the default number of 15, which means changes to the access list of the Europa League will also need to be made." On a related note, has anyone seen anything official regarding what would happen to Everton if United beat Ajax? Common sense would suggest that Everton would get bumped up into the group stage to maintain the number of team automatically qualifying for that stage. douts (talk) 01:37, 17 May 2017 (UTC)[reply]

@Douts: Nothing will happen to Everton. As the distribution section says, If the Champions League title holders or the Europa League title holders have qualified for the Europa League through domestic performance, their berth in the Europa League will be vacated (not replaced by another team from the same association), and cup winners of the highest-ranked associations will be moved to a later round accordingly. (my bolding). Cup winners will be moved to later rounds so this means Chech cup winner will enter group stage instead of 3QR, Polish cup winner will go to 3QR instead of 2QR, and cup winners from Scotland and Azerbaijan will be moved from 1QR to 2QR. Shifting

No matter who wins in EL final this evening, some shift will be made. As already explained, if Man Utd wins, then Zlin will be promoted from playoff to GS, Arka will be promoted from QR2 to QR3, while Aberdeen and Gabala are promoted from QR1 to QR2. Otherwise, if Ajax wins, Man Utd will stay in EL GS, but there will be only 4 matches in CL QR3 instead of default 5. Then one team less will be transfered from CL QR3 to EL PO, and Zlin will compensate such a vacancy. Other shiftings will be identical just like case if Man Utd. Therefore it is already obvious:

- A total of 190 (not 191) teams will participate
- Zlin will NOT start in QR3
- Arka will be promoted from QR2 to QR3

What round do Everton Qualify for?

I've started this because I think some discussion maybe needed. I've linked in the 2016–17 Premier League talk page as well. What round will Everton qualify for? By default, England gives EL group to the FA cup winner and 5th, and EL q3 to the League Cup winner. The FA Cup winner will either be in the Champions League or have finished 5th - so normally that would league 5th and 6th getting EL group spots. Since 6th place Man UTD also won the League Cup, the pushes the EL q3 slot to 7th - Everton. But now that Man UTD have won the Europa league, they go into the Champions league. So do Everton move into Man UTD's group stage spot leaving no Q3 spot, or do Everton still get the Q3 slot and no second EL Group spot? 2A02:C7D:15A:AB00:145B:95:F6C1:7F3 (talk) 21:58, 24 May 2017 (UTC)[reply]

Winning EL yesterday and moving to CL next season Manchester promoted cup winner of association ranked 13 - Zlin (Czechia) from 3rd qualifying round to group stage. UEFA regulations are clear that the domestic cup berth is always the best for a member association and in the case of England and France, a league position berth is better than a League Cup berth. Hence, Arsenal, regardless of the result of the FA Cup Final, will be given the CW berth, Man Utd the League berth, and Everton the LC berth. Bulgaria

We need to discuss the situation in Bulgaria.

According to standard UEFA rules, if a team is ineligible for UEFA competition, the spot should be passed down. This means that third-placed team in bulgaria would qualify for Europa League and the fourth-placed team would enter a play-off. However, now it seems like the Bulgarian Football Union has announced that the third-placed team will still play in the play-off.[4] This causes the very weird situation that the third-placed team may miss qualification if they lose play-off, while the fourth-placed team will qualify directly, and that is against the UEFA regulations. @Qed237: Yes, because according to the new First Professional Football League regulations form last year (the championship was restructured entirely) the third placed team must play a play-off with the team which has gone through the special play-off round, in this case FC Vereya. This play-off does not transfer to the fourth-placed team if the second PFC CSKA Sofia loses license, so the license transfers to the fourth team automatically. It is a strange situation, but because the play-off round is a special round based on the new BFU regulations from last year this is why Levski can't skip it, and the fourth-placed team PFC Lokomotiv Plovdiv or FC Dunav Ruse based on the last match they play are exceptionally-qualified. Nova TV Bulgaria, who are broadcasting the Bulgarian League said in the source that BFU did not change the play-off match and it still will be played as it was announced before - Levski vs Vereya.--The TV Boy (talk · contribs) 12:42, 30 May 2017 (UTC)[reply]
Yes, but when this kind of situation has happened before the national association has had to revert their decision and listen to UEFA. For example Gibraltar had in their rulebook that Cupo runners-up qualified for Europa League if Cup-winner had qualified for Europa League. However, after UEFA stepped in the Gibraltar FA had to change that decision and an other team actually qualified against the Gibraltar FA rules. Will see whats going to happen and it's OK to leave it like this, because as of now the BFU has not announced any changes in shedule and Levski v. Vereya is still going to be played according to them, and it seems that CSKA Sofia will be making an appeal to CAS for their license as they insist they should not be treated as a new club, because according to them the fact that the First League is de-jure a completely different tornament from the 2015–16 A Group, as the A Group needed to be legaly dissolved in order for the First League to be made and more clubs were invited to take part in it that allowed CSKA to restructure and take Litex Lovech's legal license, so the three-year rule according to them is not relevant in this case as no league like this legally existed and Litex's history in the previous tournament should be taken in consideration if needed to prove that. @Qed237: The Sport-Technical Commission of the BFU officially announced that Levski and Vereya are playing a play-off. I think the best bet is to leave it blank with 3rd/PW in the main body with a note stating that CSKA were declared ineligible so the BFU set up a playoff but CSKA are appealing. As at the moment, CSKA don't technically have the position nor do they playoff winners so just treat it the same as if the season hadn't finished in my view. The C of E God Save the Queen! @Cassandro: Very hard to say, but it is very likely. However, Vereya may appeal (not impossible) as they could (and should?) have played the play-off match against Dunav Rose instead of Levski so they might want a new play-off match. Qed237 (talk) 12:34, 6 June 2017 (UTC)[reply]

@Cassandro: According to UEFA.com CSKA Sofia is going to be in the Monday draw with it's previous coefficient before the bankruptcy and legal registration takeover from Litex Lovech. In the clubs list page Dunav Ruse was first listed, but then removed and replaced with CSKA Sofia, with a text below that says "Participation of PFC CSKA Sofia subject to legal proceedings.".--The TV Boy (talk · contribs) 15:18, 16 June 2017 (UTC)[reply]

@Cassandro:According to CAS they have rejected the request from CSKA to interfere in the process, because even though UEFA rejected their application to participate in the Europa League as they are considered "a new club", the Bulgarian Football Union, as a domestic UEFA member still issued CSKA a UEFA licence because BFU consideres the current club CSKA Sofia as a legal merger between them and Litex Lovech and not as a new club, therefore they still have UEFA license that grants them the Europa League berth. So, as of now CSKA Sofia has a UEFA license and are going to take part in the draw, unless UEFA decides to file an appeal to the BFU for breaking the rules and issuing a UEFA licence to a new club, but in this case CSKA Sofia should not have been in the Bulgarian First League the first place because according to regulations new clubs cannot take part in top division in the first three years of existanse. So the question is just is CSKA Sofia a new club or not, because BFU and UEFA say different things on the matter, but as of now it seems that CSKA Sofia IS going to take part in the Europa League anyway.--The TV Boy (talk · contribs) 22:48, 16 June 2017 (UTC)[reply]

North and south

Is there a geographical element to the draw for the first qualifying round? There seems to be a very strong, but not universal tendency for Northern teams (British Isles, Scandanavia, North Sea and Baltic Sea states) to be drawn against each other. Tigerboy1966  06:17, 17 August 2017 (UTC)[reply]

They do make groups just to avoid getting clubs drawn with those from the same country or those with political issues.
