Majority and percentage in two-seat wards

Has consensus been reached elsewhere on how we complete election boxes in wards where there are two seats and electors have two votes? Is the majority recorded as the difference between second and third place, or should we have two separate majority figures? If a candidate gets 30% of votes, they may have received the support of 60% of voters because each voters has two votes. How do we record the percentage? Hopefully this has been solved elsewhere.
