I find the URL linked under "External Links" extremely problematic. It is labeled as "Baranquilla Carnival" but its content is only secondarily about the topic. Page name

To me the current "Barraquilla's Carnival" does not seem right. I would think it better either "Carnival of Barranquilla" - as in the Unesco listing - http://www.unesco.org/culture/ich/en/RL/carnival-of-barranquilla-00051 - and the "Carnival of Venice" or "Barraquilla Carnival" similar to other carnivals, such as Rio and Notting Hill.
