Nature of Boroughs

It says the boroughs are incorporated areas of towns. Does this mean the Connecticut towns themselves are not considered incorporated? And can a borough in CT span town (and possibly county) lines the way villages can in New York, or must a borough's territory remain within only one town? 98.221.141.21 (talk) 05:29, 3 June 2012 (UTC)[reply]
