Feb 2009 "Orphan" tag

I responded to the "Orphan" tag (Feb 2009) by inserting links to other articles, but have hesitated to remove the tag myself; I thought only administrators can do that, right? If I'm wrong, in what circumstances is an I.P. Address User actually allowed to remove a tag that informs editors that there are issues on this article? Thanks if anyone does answer. Come to think of it, I might go ahead and ask that question at the Village Pump (or whatever it's called), since there might not be a significant amount of people accessing this talk page--but I'll check FAQ first. I asked on one of the Help pages, and I was told that adding links to this article is not the way to solve the "orphan" problem. An orphan is an article that isn't linked to in very many pages. Under the Toolbox--> "What links here" for this article, only 6 or so pages link to this one. So please ignore my request to remove the "Orphan tag" from this page.
