Interesting point. This article is about crime in Bucharest, not crime rates compared with other nations. International comparisons of crime are difficult to make due to differences in what is considered a crime in different jurisdictions. Also, the source of those crime statistics needs to be considered. The question should be why are crime statistics lower in Bucharest? Is it due to the way police record crime, and how much crime is not recorded or even reported to the police? Are there alternative sources of information about crime that can be used? For example: Are there victim surveys conducted by an organisation that is independent of the local police that confirm, or contradict, the low crime rates.
