Bethany House of Loredo - is it a settlement house?

Having gone to some trouble to create an article about Bethany House of Loredo, so as to fix the broken cross reference, I am now unsure it is even part of the settlement movement. How is that defined for this article? It was founded in the 1980s, beginning as a soup kitchen. Although it has since expanded significantly to include a wide range of social services, I could not easily find any authoritative sources linking it to the settlement movement. Does a project need to have a stated ideological connection to the movement, or membership of the international body, to be included here, or is it enough to be running similar services?
