Ruppert 1995

[edit]

The paper is available at https://www.nas.nasa.gov/assets/pdf/techreports/1994/rnr-94-002.pdf The note indicates that the author was a private employee working under a federal contract, which generally implies the funding agency has a license to use and host the work. In general, I think all tech reports put online by the publisher of the tech report series are ok to link. What you need to be more careful of, for them, is not copyright, but whether they're the same or substantially the same as the final published version. Instead, often a tech report would be a preliminary version, with mistakes or different material than the final version. —David Eppstein (talk) 17:15, 20 February 2019 (UTC)[reply]
Agreed, but then this PDF is clearly marked as a preprint so there is no risk of confusion in that regard. Nemo 19:34, 20 February 2019 (UTC)[reply]
