Coast Guard Vessel

Why does a civilian coast guard vessel need stealth capabilities and the capability to mount missiles? Are the smugglers in Russia that dangerous? How does staleth make for a better rescue craft? I believe these vessels would be used to support the Russian Navy during Wartime, like a lot of Coast Guards in the world. The missiles aren't for smugglers, and these ships have more than one purpose than as an rescue craft, and stealth can be helpful to reduce their detect ability by smugglers. Realistically yes they are designed with some type of military purpose, like past Russian Coast Guard vessels that carried torpedoes, missiles, etc.
