Draft motion cleaning up general sanctions

Over the years, the Arbitration Committee has imposed various forms of general sanctions on articles or topics involved in cases before it. The older sanctions usually took the form of article probation, while newer sanctions are generally discretionary sanctions. In many of the cases, the sanctions are a valuable tool to administrators attempting to control disruption on those pages. However, in some cases, the sanctions fell into disuse, often because the disputes have died down with the passage of time. This motion removes those sanctions that appear to be no longer necessary to prevent disruption, and "updates" the sanctions covering several topics that may still require sanctions to discretionary sanctions.

The Committee hereby vacates the following remedies, which appear to be no longer necessary to prevent disruption:
