Local elections will be held in the province of Bulacan on May 12, 2025. Bulacan's local elections are part of the nationwide 2025 Philippine general election. All members of the provincial and local government units are up for election.

Incumbent governor Daniel Fernando of the NUP is seeking his third and final term in-office as the provincial governor of Bulacan. Fernando's running mate is outgoing vice governor Alex Castro who is vying for his second-term as vice governor. Castro became Fernando's running-mate after former governor and vice-governor Wilhelmino Sy-Alvarado ran against Fernando during the 2022 gubernatorial race.

Members of the Sangguniang Panlalawigan are also up for re-election across Bulacan's six congressional districts. In the nationwide races, registered voters in Bulacan are expected to participate in voting members of the Senate and members of the House of Representatives. Currently, Bulacan has six congressional districts and one lone-district in San Jose del Monte.

With a population of 3,708,990, of which 2,007,523 are registered voters, Bulacan is considered as a "vote-rich province", holding a significant portion of the Philippines' registered voters.

Daniel Fernando and Alex Castro filed their certificates of candidacies together alongside their slate of candidates for the Sangguinang Panlalawigan of Bulacan on October 1, 2024 under the National Unity Party (NUP) banner. Fernando is running for his third and final term as governor of Bulacan while Castro is running for his second term as vice governor of Bulacan. During the 2022 elections, then-vice governor Wilhelmino Sy-Alvarado challenged Fernando for the gubernatorial post with former governor Jonjon Mendoza as his running mate. However, Fernando won re-election, defeating Alvarado by a significant margin. Castro would nearly edge out Mendoza to win the vice-gubernatorial post.

Former vice gubernatorial candidate from the 2022 elections Salvador "Bogs" Violago is running for the gubernatorial post with former Meycauayan mayoral candidate Elmer E. Paguio as his running mate. The Violago-Paguio tandem was formed and is running under the local alliance "Asenso Bulakenyo" which is aligned with the national alliance "Alyansa para sa Bagong Pilipinas" of the incumbent administration. Formerly a Liberal, Violago will be a candidate under the president's party, the Partido Federal ng Pilipinas party alongside Paguio.

Senatorial elections

Alongside the 82 provinces of the country, all registered voters from Bulacan are also participating to elect members of the Senate. Currently, only one member of the senate hails from Bulacan which is former senate majority leader Joel Villanueva. Villanueva was elected to the senate in 2016, placing second overall behind former senate president Franklin Drilon and was re-elected to his second and final term in 2022 ranking ninth overall, receiving a similar total than that of his first election.

Bulacan is considered as a "vote-rich" province in the national level, meaning that it holds a significant portion of the voter-population of the Philippines. In 2022, nearly 2 million people are registered voters in the province and have voted in the presidential race. President Bongbong Marcos won the plurality of votes in Bulacan, the only candidate who reached the 1 million-vote threshold followed by former vice president Leni Robredo and former Manila mayor Isko Moreno. Currently, only one senatorial aspirant hails from Bulacan, the Kilusang Magbubukid ng Pilipinas (KMP) leader Danilo "Ka Daning" Ramos.[1]

Congressional elections

1st District

Incumbent Congressman Danny Domingo is seeking a second term as the representative for Bulacan's first district. Domingo defeated then-incumbent representative Jose Antonio Sy-Alvarado by nearly 18 points. Doming will be part of the One Malolos local alliance under the stewardship of incumbent-mayor and two-term candidate Christian D. Natividad.

2nd District

Incumbent Congresswoman Ditse "Tina" Pancho is seeking her second term as the representative for the second district. Pancho defeated contenders FB Bermudez, Jimmy Villafuerte, and Tony Deborja in a landslide race with Pancho winning 81% of the vote.

3rd District

Incumbent Congresswoman Lorna Silverio is term-limited and cannot seek another consecutive term as congresswoman.

4th District

Incumbent Congresswoman Linabelle Villarica will run for her second term as the representative of the fourth district. Villarica won the 2022 race, replacing her term-limited husband, incumbent Meycauayan city mayor Henry Villarica, with 91% of the vote.

5th District

Incumbent Congressman Ambrosio "Boy" Cruz will run for his second term as the representative of the fifth district. Cruz is the first and only congressman to hold the seat of the fifth district following the redistricting efforts prior to the 2022 race.

6th District

Incumbent Congressman Ador Pleyto will run for his second term as the representative of the sixth district. Pleyto, the former undersecretary of the Department of Public Works and Highways, is the first and only congressman to hold the seat for the sixth district following the redistricting efforts prior to the 2022 race.

The popular incumbent mayor Atty. Christian Natividad, popularly known by his moniker "Agila" certified his certificate of candidacy for his second-term as mayor and his fifth-overall term. Natividad won the mayoral race in 2022 against then-incumbent and former ally Gilbert "Bebong" Gatchalian. Natividad won the mayoral race by 10,000 votes.

Vice Mayor

Incumbent vice mayor Migs Tengco-Bautista is running for his second-consecutive term as vice mayor of the city. Initially running as an Independent in 2022 under Aksyon Malolos, Bautista is now running under One Malolos, the political alliance of incumbent mayor Natividad. Bautista is running as Natividad's running mate. In 2022, Bautista overwhelmingly won the vice mayoral race against then-incumbent vice mayor and now-ally Len Pineda by a lead of nearly 18,000 votes. This was partially attributed to vote splitting from supporters who voted for Eric Fernandez, the then-vice mayoral candidate and running mate of Gatchalian.

After losing his bid for a second term in 2022 to Natividad, former mayor Gilbert "Bebong" Gatchalian is running for vice mayor for the second time around. Gatchalian previously served as Natividad's vice mayor from 2010 to 2019 when Gatchalian replaced him to run for mayor while Natividad ran for Governor. Gatchalian won the mayoral race in 2019 against Didis Domingo by less than 5,000 votes. Now, Gatchalian is running for vice mayor under the Bayanihan Generation (BG) slate, the same alliance that the Fernando-Castro tandem ran under in 2022.

Outgoing and term-limited councilor Kiko Castro is running for vice mayor following teased electoral paraphernalia being posted across the city of Malolos alongside incumbent councilor Mikki Sotto. Castro was elected to the city council in 2016 and his term is expiring in 2025. He was re-elected as the top councilor from 2019 and 2022. Castro will be running as an independent candidate.
