Please provide proof that Arabic is officially or commonly in use for the cities concerned. Where was the consensus for adding Arabic?

Its not arabic, its jawi, one of the official scripts of the malay language. Also Thai and hokkien has no official usage in malaysia, so it is right to delete them.
