First of all, you need to clean up your formatting because right now the information is confusing. It even appears that one of your quotations shows up as a citation.

Your new version looks a lot better. I assume you found Funk and Wagnall's Encyclopedia in a database. You should include the name of the database in the citation. Other than that, you should be ready to add the sources to your article. Josef Horáček (talk) 04:02, 24 February 2016 (UTC)

Not a bad start. I suggest that you delete the third sentence (it's a plug for the Red Cross), and the last sentence (which is a gripe about government management of disasters).
