Nomination of Ed Rate for deletion

The article Charles Francis McGivern has been proposed for deletion because of the following concern:

Fails WP:GNG and is currently only referenced by one of McGivern's medal citations (which is not notability lending). A further search did not yield any significant coverage and while McGivern was a decorated career officer he does not appear to meet any WP:ANYBIO criteria.
