"Junta Técnica"

This was a body in the bureaucracy of the Nationalist army. It's defined at http://es.wikipedia.org/wiki/Junta_de_Defensa_Nacional thus: "El mismo día . . ., el Boletín Oficial del Estado de los sublevados publicó un decreto de Franco por el cual se disolvía la anterior Junta de Defensa Nacional y se creaba la denominada Junta Técnica del Estado, como órgano asesor del mando único y de la Jefatura del Estado Mayor del Ejército, cuyas resoluciones necesitaban el refrendo del general Franco como Jefe del Estado". I have provisionally reduced this to "army high command". What's the best translation of this? I don't understand what they're referring to with "sole command" as regards both the general idea and the difference between a "sole command" and the Estado Mayor (joint chiefs of staff).
